The study of contemporary electoral politics in developing and transitional political systems have been dominated by insights derived from the literature on electoral systems as well as the body of work arising from international election monitoring. However, there are very few works in mainstream comparative politics that attempt to examine empirically, the institutional mechanisms that lead to the establishment of sustainable electoral processes in transitioning countries. Especially problematic is the lack of analytical work that examines the extensive delegation of regulatory oversight of electoral processes to newly created autonomous electoral governance institutions or EGIs, at the time of democratic transition. The dissertation attempts to assess the impact of these new institutions on the progression of democratization through an in depth case study of the institutional evolution of the Election Commission of India. The dissertation argues that the study of institutions in comparative politics, especially its rational choice and historical variants, provide us with very few conceptual tools to understand the major phases of institutional development for EGIs (institutional formation, evolution and entrenchment). Moreover, attempts at defining the constitutive elements of the path dependent processes underlying institutional development have only remained conceptual. In order to overcome these insufficiencies, the study draws on the literature on the "judicialization" of politics that examines the entrenchment of newly established constitutional courts, to develop an intermediate path dependent perspective on institutional evolution. Three major findings emerge out of the case study. First, the degree of "autonomization" and the attendant rise in compliance with EGI-initiated reform is closely linked to the balance of power in the polity, with these institutions acquiring more autonomy when there are two or more competing legislative coalitions. Second, EGIs engage in a "case-by-case" form of decision-making (Shapiro & Stone-Sweet 2002); a behavior also displayed by constitutional courts. Thus, institutional entrenchment occurs in a piecemeal manner, as EGIs attempt to institutionalize their policy preferences by attempting to constrain future as opposed to current political incumbents. Third, as these institutions exist within a larger regulatory matrix, they become critically dependent on the deployment of judicial precedent arising out of litigation processes.
