The book provides a good overview of the various dictatorships that existed in Europe immediately before the emergence of Nazism in Germany. Much of the emphasis is on the machinations of the governments of the Soviet Union under Stalin, and Italy under Mussolini; the ascendance of Hitler is not an isolated aberration, but a natural progression that is clearly shown in The Terror In Europe.
